Have to agree that it appears to be the case. Look at I140... there is a 4 month difference between the 2 centers. How could that happen?! How come they did not balance the workload to ensure work is done in an orderly way? Probably it is pure mismanagement and incompetence???

Are the processing times according to the notice date or the received date ? Mine are 4 months apart.
It is clearly the Notice Date. USCIS website mentions on the processing times page:
"If your receipt notice date is earlier then the processing date shown, we suggest you call our USCIS Customer Service Office...."
This makes sense (from their procedural point of view, though not good for clients). ND is very close to date when a case is opened the first time (although stamped RD may be several months earlier). That's the date a service center consider as their receive date, and also shows online as "...your case was received on...". Data for published dates is provided by processing centers. Therefore, they use only dates when they received/opened the case. They don't care if files were in boxes or shuffled for months between centers.
If your ND is within published processing dates, most likely your case has been opened, reviewed, and perhaps pre-adjudicated. That's all. It does not mean anything more until your PD becomes current. At that point, if they have pre-adjudicated cases, as per procedure described in link mentioned above, they clear them in order of PD.

Everyone will file for 485 and will get stuck in the backlog, before you know if, it will be Oct-08 and then they will scrap the old system and make everybody file under the point system. Which of course would be a nightmare as the USCIS or one of its derivatives would not be able to cope with the flood of application. At the end of the day all of us would be 1000s of dollar down and would still be posting here complaining about the process.
Bottom line is, with a limit of 20 amendments, one can be assured there won't be one looking out for us out on the fringes.

Correct - Assuming that your PD was current when you filled AOS, of course. If PD then retrogresses, I'm fairly certain you will still get the FP notice.
As I understand it, your AOS application continues all the way up until final approval - at this point if your PD is still retrogressed it goes to a "approved pending visa number availability" state. They do not put it on hold just because your PD retrogresses.

After reading other posts I am inclined ot think may be only SSN Taxes issue can be appropriately presented to Minister. Because if read correctly and other posts here are right, other country citizens in US get their SSN back because of a special treat.

We need lots of people to participate, but at the same time, I believe that people need to agree with IV provisions too, to be a passionate representative in lawmaker meetings. If the person is thinking twice to register (for free, and believes that registration will help IV), how dedicated and passionate will he be in articulating the IV provisions?
I would prefer to have quality of members over quantity of members. (I am only talking about dedication of members). Am I being judgmental? Maybe I am. But I believe my logic is right. You see, the person who does not want to register is also being judgmental, unapologetic, and he probably believes in his logic. He is entitled to his opinion (as I am), however, IV should not sacrifice its integrity to get members who do not believe in it.
Accommodating people who cannot extend the same courtesy to an organization working for their own benefit?
If people who are affected by 485 prefiling , or want to participate in the advocacy efforts, they can think in:

porting can be beneficial but attempt it only if you are 100% sure that it will succeed and talk to your lawyer before you do it and don't attempt to do it yourself. it will be a lengthy process with increased scrutiny. 3-4 months for labor and atleast 1 year for 140 processing and moreover DOL is making it tougher for EB2 with strict adherence to the rules and increased scrutiny. after all this, there is a very high likelihood of getting RFE from USCIS at 485 stage. if any EB3 person has EAD, AP then it would be best to play it safe and stay with EB3 as you already have the benefits of EAD and AP. I know it would be much much better if you have a green card, but would you have it safe and sure or do you want to go through all the stress of refiling and preparing for all the problems in the process? it should be ones own personal choice. moreover I am hopeful that things will move favorably after the elections with the immigration reform and might result in some relief for all EB categories
