What has changed that they are so confident it will be successful? May be USCIS is scared that this lawsuit might dig out the skeletons from it's closets and there is a settlement in the making? Interesting developments.

The following is the result of my research for the countries which
permit an Indian passport-holder to enter without a visa or by
obtaining a visa upon arrival.
ALBANIA
Visa required, which can be obtained on arrival if holding
confirmation from Albanian Ministry of Interior stating that visa will
be available on arrival. Confirmation must be obtained before
departure to Albania.
AZERBAIJAN
Visa required, which can be issued on arrival for a max. stay of 30
days. An invitation is not necessary but it is recommended to hold a
document that shows the purpose of the visit. Visa is only valid for
the cities listed in the visa.
BAHRAIN
If travelling for business purposes visa can be obtained on arrival,

there is a gross misconception that iv is focusing "only" on 485 filing. and repeating is ad libidum is not helping.
the 485 measure is a short term tactical decision.it was taken after it became clear that nothing else could be added to an appropriation bill currently.remember that the attitude of the majority is to have a comprehensive bill ONLY.
certain members took to angrily denouncing the whole idea leading to a great deal of unpleasantness, of course the fault was on both sides as no tolerance for the opposing opinion was shown. it's sad though that some of these people now bad mouth iv on other forums.
as long as we insist on bickering and being divided, we will never succeed
let's just stop now, if that's all everyone wants to do on a daily basis. we can all stew in our own sweet juices for the next 20 years...WAITING.

This knee-jerk response to question the questioner is not needed.
Whether he/she has donated or not ...is not important.
Everyone who has contributed towards IV and/or intends to contribute towards IV will ask this question. It is not intended to insult or to question the laborious work done by IV. I am hoping more people realize this.
The answer to your question is that IV will not discuss the details of their expenses in public forums. I am not quite sure if its discussed in the donor forums.
However i think a general idea about what the expenses are is as follows.
These are my guesses : (IV Core please feel free to add/remove items to this list)
Ongoing Expenses: Maintaining this website, phone for IV, paying for reputed lobbying consultants, paying for attorneys to pursue important issues in court.
Advocacy Events: renting out hotel suites, possibly paying for lawmakers expenses to attend, advocacy packets for lawmakers, helping members with expenses to fly to DC and meet lawmakers, other miscellaneous expenses stationary/food etc
Please understand that this is an all volunteer based organization and there are no absolutely defined positions/roles played out by members. Members join and help out in areas where help is needed.

Yes, By I-94 i meant the I-94 i recieved when i last entered the country(which is March 2007)
It is mentioned on Murthy.com and even on this website that our latest I-94 determines the length of our stay.

All right points above - we dont need to try too hard to prove our (IV's) original objectives and ideals. If they (antis or others with questionable motives here) are really interested they can go thru the website. Being anonymous web forums, site will attract different types of users and some noise may be almost unavoidable. Having said that we might need some more active moderation - as the IV's popularity increases the website is bound to attract more diverse groups of users with newer agendas. Moderation by only core group of people is obviously time consuming to them (going thru different threads and sometimes even following what is being discussed). I am not sure if IV already has this but can we have a basic user reporting type system - wherein we can have a high level sticky thread requesting users to report any abuses/violations of IV terms - users can post report any voilations they came across in the site - core group and maybe a group of more volunteers dedicated to just concentrate on forum content can go thru this sticky thread on a regular basis and decide. Currently we do have a reputation mechanism and PM to core but its cumbersome. There could be false/improper complaints in the user reporting system as well but atleast core/web-forum-volunteers only have to go thru fewer threads.

While we wait for October 1st (assuming visa numbers are over), what can be done in the next 13 days?
I am checking with different attorneys, and might change from my current attorney as he is totally useless. He opened a SR for me, and everytime I call him, he tells me to wait for 30 days.
I have taken Infopass, met the local senator, opened SR and nothing worked. Any ideas on what can be done next?

Its not a legal loophole. Some states just do it that way. Their under pinning argument is that you are on a temporary visa and does not have permanent residency. Also, its not the University that makes up the rules. There is some thing called domicile office in most schools and they determine residency for in state/out of state purposes. The domicile office has specific set of instructions on how they should determine eligibility requirements for in state. For example common wealth of VA has state council for higher education (http://www.schev.edu/Students/VAdomicileguidelines.asp?from=students) that provides these guidelines. Check out what AZ has to say and if they say only permanent residency is a requirement to be eligible for in state, there is nothing much you can do.
Also, its not a federal violation as states decide what they want to do with their university systems. If you want you can write to your state senators and assembly man and see what they have to say. Its very difficult to explain them these nuances when there are a bunch of people crying out loud that many illegals are getting in state rates.
